Every one of my legitimate emails telling me I have received money is going to my spam folder. Why? How do I fix this?

You must have accidentally clicked one of them and marked it as spam.

So do the reverse, click on your SPAM folder and selecting one of them click on UNMARK AS SPAM.

It works, but it doesn't.  When I mark them as "not spam", they go back into my old emails just fine.  Then when I log out and log back in, they go back to my spam folder.  New PayPal messages are still going to the spam folder.  So marking them "not spam" works, but only temporarily.  It's so weird.  I don't know what else to do.

Hi everyone! Thanks @kernowlass for your help getting the solution started on this one!

@craftshowbook, Welcome back to the PayPal Community! Is PayPal's email in your blocked contacts list? If you've already checked there and don't see anything, I might recommend reaching out to your email provider to see what the issue / error may be.

Good luck!
