As long as your account is not limited in any way then you should be able to close it as per link.
If you have limitations they would have to be resolved first unless its a permanent limitation when you would never be able to close the account.

You need to contact customer services to resolve any other limitation or account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.
