You have to open a new account under correct country if service is permitted there.

Hi, I have an account I opened in Colorado some time ago.  Now have moved to Mexico and also have a mexican phone number so it seems wise to change or add a new paypal account.  I use your link but have not found a way to sign up for a new account.  Any ideas?  Thanks.
