How do I manage/update my shipping addresses book?

How do I add, delete and edit the ship to addresses in my PayPal account?

Go to Settings via website to the Addresses section. Click “See all addresses (#)” link.

All I have in the settings address section is add a new or update primary.  I don't have a manage all addresses.  Yet when I go to check out, there a quite a few listed.

I'm sorry to hear that you're having trouble managing your addresses. Here's how to manage all addresses on the account. If you are only seeing one address in your PayPal account, is it possible that you have multiple addresses on the merchants site? In some cases, merchants will keep past addresses provided by their customer's as well.
