You need to add one once you regain access, to prevent it happening again.
Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.

Many thanks Kernowlass. After about 30 minutes on hold, listening to endless messages about all the help available AFTER one logs in, a clueless rep and his supervisor stated that current policy absolutely REQUIRES a mobile tel. number, no exceptions. As I don't own a mobile phone, I am SOL.
At least in my country, which is decidedly less civilised than Kernow.
I appreciate your efforts to help me, but as we say on this side of the pond, “You can't fight City Hall.”

I have the same problem and would be thankful if you could help. Do you get verification numbers by voice on your landline? No cell phone or service here at home.
Can't login myself as only have a landline and email but Customer Service said can't be done without a cell phone - PERIOD. Logged me in under their 'Overwatch' but couldn't enter anything and PayPal logged me out within the hour.
