Paypal states you can re-use an email address on a new account if the previous one was closed, however some folks have encountered issues doing so.
Make sure your previous account is closed and not just limited and that you have cancelled all subscriptions and removed all financial funding sources that were linked.
Lastly before trying, clear your history / cache etc or try another browser or device.
