Changed country

I set up my PayPal account when I lived in Australia but now I live in the UK and need to change my profile.  I tried changing my address but PayPal Australia only deals with Australia, doesn't give me an option to add anything other than an Australian address and phone number.  I also have the same problem as others who don't have access to their Australian phone number any more and can't open my account when PayPal wants to verify by sending me a text on that number.  Is the best option to abandon my Australian account?  But I still have the same email address and then I bet I'll get a message saying someone with that email address already has an account, so I won't be able to open another one. 

How do I either completely change contact details to another country or delete my Australian account?

Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.

You should really withdraw any funds / resolve issues / remove cards and bank accounts / cancel any subscriptions and close the old Paypal account before you move countries. If you don't then you may have problems doing so once you have moved and may need to contact customer services for help to resolve things.
