Can't verify Australian Business as it is only showing US Addresses

I am unable to verify the business as when I go through the verification process it only gives me the option of choosing states that are in USA when I am in Australia. How do I change this? I can't seem to change any of the settings without verifying the account first.

 

Also, does the contact name need to be the business owner or can be just be an employee associated with the business?

You must’ve opened an account under USA.

 

Close that account and open account in AU: 

https://www.paypal.com/au/webapps/mpp/account-selection
