Can't change phone, or add a new phone no

But I can't change, update or add a new phone no. I get this error.

When I log into paypal account, paypal ask me to update the personal information including phone no. But i get this error when im trying to update. I tried couple of times.

Are you trying to add a Sri Lankan phone number to a Malaysian paypal account or have you not clicked on it to scroll down to Malaysia yet?
