Can not enable One touch on my paypal account

I can not get PayPal one touch-enabled. It is nowhere in settings and when going to https://www.paypal.com/onetouch it just redirects to https://www.paypal.com/us/webapps/mpp/home . Need PayPal to stay logged in because every time I close my browser it just logs me out. I also don't get the option to enable one-touch when I sign in so....
