Error when adding an additional email address .Error An internal service error has occurred . I can't change my primary email address or add a secondary one . What is the problem?

Go and click on the profile tab (icon next to log out) > click on the + and add another/new email address first > verify it > go back and click on update and tick the box underneath that says make primary > then you should get the remove option by the old now no longer primary email. You can remove that one or leave it on as you can have up to 8 email addresses on the one paypal account.

This sometimes happens if there was an account under that name / email address already ie it was already linked to another paypal account?

No, the error is related to any random address of the address. Wobbsche this is not an understandable situation

I understand you are having issues updating the email address on your account. I can see you have ensured this is not added to any other PayPal accounts and have tried the tips offered by @kernowlass (thanks @kernowlass! 🙂 ).
As you are still experiencing an error, you may need to contact customer service to have this reviewed and to have your email address updated. To contact our customer service team, click 'Help' or 'Contact' at the bottom of any PayPal Webpage.

I applied to https://www.facebook.com there's nothing they can't solve. they ask you to call. But I have problems with speech because of my illness

Please follow this link: Contact Us (paypal.com) and select the option to 'Message Us', this may be the best avenue to contact our customer service for you!

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.

- Pay pal needs more info on dispute claim but reply won't send flags up paypals fault in Security and Fraud Archives
- Account limited. Can't withdraw money in Security and Fraud Archives
- Fraud bait and switch in Security and Fraud Archives
- Paypal ratenzahlung did not completed successfully and showed error after trial in Transactions Archives
