hello @Monique1912smit , you cannot transform a pro account into a "private" account however, it is possible to make a request to paypal for this. ==> Help & Contact if the account meets certain criteria, paypal will convert the account.
( if the account is restricted, it is unlikely that paypal will accept your request. ) have a nice day .
