Account frozen? I can't get old email account. How to prove I am owner & set it's email to another?

My U.S. Paypal account, [can't put the name here it seems] seems frozen! A while back I had to upgrade our site givnology and I can't receive emails there so how can I prove I am the owner and set it's email to an active one please?
