A user can log in to the PayPal web site but not when making a purchase

I have one additional user for my PayPal business account. He has a user ID which works fine when he logs in to the main PayPal web site. However, when making a purchase, he can not log in using his ID as the dialogue insists on an email address. His email address is part of his profile but PayPal won't accept it for log in purposes.

So how does he log in when making a purchase?

I'm sorry to hear that your additional user is unable to make payments. I understand how frustrating and concerning this would be. 

 

When adding the additional user to the account, did you mark the privilege that allows them to make purchases? You can visit the Help Center to view steps on how to update the additional user's privileges within your account.

He can't get that far. The payment login demands an email address rather than a user name (although he has tried that too) and then tells him it is unknown. I have double checked that the email in his profile is correct.

I'm sorry about this. 

This is an intended feature in which an additional user cannot make payments. This was updated in our system in May 2019.

So how do I allow other people in my organisation to make payments if I can't assign this privilege to other users?
