2FA problems

Hey guys, I have an account that was made in a hurry, so I'm 100% sure I didn't set up any 2FA security. But out of nowhere like 2 months ago, my account was locked with 2FA, I of course cannot login because I have no 2FA, no codes were sent to anywhere on my phone. I tried google authenticator (yes i synced the time or whatever) nothing worked. I paid for something and my payment is blocked (I assume because i can't log in to confirm it) 

 

I then asked around to see if I could just make a new account, but I got people telling me that I can't use the same credit card for 2 accounts. I tried anyways and it worked. I managed to paid for the thing I wanted and have a new working account, so the problem now is how do I delete the old account and possibly cancel my blocked payment. 

 

I contacted paypal on twitter and facebook, I can't call them because paypal doesn't have a local line for my country. Any supports here to help me A. Delete my account or B. Remove the 2FA from my old account so I could close it.
