Why Paypal is a liar?

Paypal promised me to send 1 GBP to my bank account to validate it.

Paypal sent 0,01 GBP only.

0,99 GBP is Paypal management fee, or just usual stolen?

How can they be stealing money when its their money????

And paypal state they send you 1p to send you the code to validate your account.

It is very interesting but they wrote me 1 GBP not  1p:
