Receive payment that will go over the maximum receiving limit for a limited account

Hello,
I have a friend who's in the process of verifying his account but until he gets the phone bill (for address identification), his account is limited. Furthermore, he also have reached about 50% of the maximum income threshold (2500EUR) during this time and the problem is that he will soon receive another payment that will go over that limit.
My question is...what happens then? He doesn't mind if the account will be blocked until he'll provide the proper identification documents. He's afraid that the transfer will be automatically declined by Paypal or something like this.
That being said, what is happening if you have a limited account and you go over the maximum receiving limit?

If the account is limited due to the receiving limit, it may still be possible to receive money. This would depend on the type of limitation. However, you will need to complete the steps to ensure that you can access the money.
