PayPal won't let me purchase things online

So before I get to my problem I'm gonna give a bit of back stroy here.
So recently I've set up this account to start buying things online. For the most part I was using PayPal to buy games through my Xbox One and buy some comics books online. At first when I was purchasing things through PayPal it was to buy comics books ans such which was no problem. However about a week ago I tried to buy something through my Xbox One but I couldnt set my PayPal account up on my Xbox One. It said I didnt have a debit or credit card attached to my account so I wasnt able to buy anything. I was buying other stuff online like the comic books I mentioned before no problem without a debit or credit card attached to my account but for some reason Xbox One needed it. I tried adding my PayPal account out of pure curiosity to my Xbox One again a couple of days ago just to see if it would work (even though I wasn't getting my hopes up) and for some reason it accepted my Paypal account when every other time I tried it failed when I didn't have a debit or credit card attached (still dont have one or the other attached by the way). Everything was fine up until a yesterday of me writing this report.
Here is the problem.
For whatever reason Paypal wouldn't let me purchase things anymore through it. At first I thought there was some sort of limitation for the month but before January ended I had spent about mabey 55 to 60 bucks on comics and a couple DLC stuff my some games on my Xbox One. However it's the start of Febuary and I haven't gotten close to the amount I spent in January. There was a sale on Xbox One with EA games so I bought Titanfall for 5 bucks and Battlefield Hardline for 20 or so bucks. Now I'm trying to buy a game for 49.99 and at first it said I had to contact my bank or something like that. Now it says "Your purchase cannot be complteded with this payment option. Try a different or new way to pay". I don't know if there is a limitation to what I can buy or if for some reason my account doesn't now but in all attempts to contact PayPal haven't worked because A. There doesn't seem to be a specific option on the main site for help like this that isn't related to a buisness B. When I call in I get and automated lady talking asking me what the problem is but doesn't give me specific help to my problem exactly.
When I looked up this problem there were various answers to probles like this varying from "View account Limitations" and "Adding a credit or debit card as a back up" The problem with View Account Limitation is that no option seems to exist in the "my account" section, the reports that I read for this were from as far back as 2009 so I don't know if it's an old option that doesnt exist anymore cause I can't find this option anywhere. Next problem with adding a debit or credit card is that while I have a debit it is not a card that can be used on PayPal as a option and I don't have a credit card at the moment. The other thing is that both solutions do seem to help some but not others. Someone please give me advice!
