Evert step complete to verify my account yet account is still unverified

My account has had all the stages to completeing the verificiation stages complete but I've never been verified, even though everything is done.

Is Paypal not understanding to this situation?   We have been told be everyone (news, television, etc.) NOT to give aout all of our personal information, yet when we do it is still not good enough or something backfires?    PayPal needs to rethink this strategy.   I think it is just a scam by PayPal to get everyone to use their credit card---   yes, send me anothyer card that I now use somewhere and have its number stolen --  is something not right about this.
