Can anyone tell me whether the Paypal spending limit for an unverified account is an annual one or is a total from when the account was opened? I have spoken to a Paypal agent on the phone but he was unable to answer that question. My spending has been refused because Paypal says I have reached a limit but the figures in my account show that this is not the case. The Paypal website is hopelessly unclear and unhelpful on this. As is the agent's inabilit to answer what appears to be a simple question.

Note: You can begin these steps at any time, however if all the steps are not completed and you reach the annual receiving limit of £1,700 then you will no longer be able to withdraw or send money, fund transactions or close your account until you complete the steps.

Thanks, that's very kind of you. But I'm afraid it seems to by typical of the jargon laden, unhelpful Paypal website. What is an 'annual receiving limit'? Who is receiving what?
I have two problems that the Paypal agent was unable to answer. Is the spending limit on an unverified account an annual one or is it a total from the time the account was opened? Information seems to be contradictory. The other is that figures in my account on the Paypal site show that I am below the limit they say I have reached when they refused a payment. Again the agent was unable to look at the same figures I was looking at so was unable to help. It seems impossible to get in touch with Paypal in any meaningful way.
