If you are receiving this error message when trying to set up a billing agreement, there are a few possible reasons as to why this may have happened.

 

You should check to ensure that the correct funding source was being used. You may also need to have funds on your card or in your bank in order to complete this process.

 

I would also advise you to delete your temporary internet files on the device that you are using. After you do this, please also try using a different browser to see if that helps.
