Confirming charity's PayPal Account - and signing up to PayPal Giving Fund

I administer the PayPal account for a charity I'm involved in, but did not originally set the account up. When I took over the administrative role, the previous person - who originally opened the account - informed me that the account had already been verified as a charity account. However, when I try to sign up to the PayPal Giving Fund, I keep getting a page that tells me to confirm the charity's PayPal account. Instructions I have finally found require me to use a card to sent £1 to Paypal, so that the code can be shown on the card's next statement. For a number of reasons, the charity doesn't have either a credit or debit card. How else can we verify our account?

In order to verify your PayPal account, you can verify your bank account linked to PayPal. If there is a bank account associated with the charity linked to PayPal, you can confirm this bank and that should help.
If you go to the 'Wallet' page on PayPal, you should see a 'Confirm' option to complete the verification process.

Sadly, I've been trying the very processes you outline for the last 18 months with absolutely no success. In the end, I've had to have a couple of phone conversations with your colleagues and a further 5 or 6 email exchanges with other colleagues of yours over the last week or so. So far, the charity status of the organisation has been verified and the charity fee rates have been confirmed - but I'm still unable to sign-up to the Giving Fund as there are 2 or 3 issues outstanding that I have been unable to compete online (despite being told that there should be no problem with the system) and I am waiting for folk at HQ to input the details manually.
