Hello there. I am from Venezuela and I got an issue with Paypal: my account got limited because of a strange movement in my account (it was my mistake) so Paypal is asking me for an ID (check) and a copy of the latest movements of my credit card (which I don´t have and less an US bank account) Yesterday I explain my case and someone mentioned that I can use a credit card from a bank of my country (Venezuela) I would love you guys could help me with this and clarified me about the whole thing of affiliating a Venezuelan credit card to Paypal.

Within Venezuela you can add a card (visa, mastercard) in order to fund your payments. At present you can only withdraw to a US Bank account. If you need to verify your PayPal account in order to remove the limitation please add and confirm a card by following the steps provided in this link - https://goo.gl/4XJ5r7
