Anyone seen this on limitations page?

So, I'm trying to get limitations lifted and the system crashes every time with this:
And let's be clear I get this every time.
But there's more, and it may be the reason this error occurs (I'm a contract web developer - I work on sites as complex as Paypal - I understand these things)
If I go to the limitations page for my company I see this:
Yup. Nothing. And that, as far as I can tell, is very wrong indeed.
Why is this a problem? Because I've got money in the Paypal account which needs to be in a different account and I can't get at it because of this stupidity.
I have tried emailing the help (which an extremely clear description of the problem(, but all I got was a stupid standard response "you have to upload..."
(a) That's not the problem, I have all the proofs needed;
(b) Paypal won't let me because there's something about my account that's broken;
Sorry. I'm annoyed.
(I had a similar sort of problem with Amazon last year - people not listening just making assumptions and following scripts.)
