Account limited. Paypal is asking for Passport, Photo ID and proof of address, is this legal?

Dear PayPal,

May I know why do you need this sensitive personal information?
Is there a law which allows/enforces you to demand this information from me?

I’m willing to cooperate, but I refuse to provide this kind of personal information, until I get a reasonable explanation on why I must do it.

I’m seriously thinking about closing the account.

Well it won't bother anyone here if you close your account or not as not only are we not paypal customer services but you are posting on the UK and not the US forum.
