How to get back your money after you move to other country and closed account?

After i moved to other country, bank verification was failed with my new bank account and i was not allowed to use it to purchase anything, so i couldn't take it and closed my account. It is being one year since i closed my account. No one from PayPal was able to resolve it. In fact they were neglecting my messages. I was sending them from the same email address i used for my closed account. I also use same phone number of my account. Off course i am not trying to steal myself, it sounds stupid and very irritating. They said that they were unable to reach me on my number and asked me to call PayPal on that country were i used to study as foreign student. I never switched off my phone on that day. Come on they can verify my identity through my email address, personal details, mobile number and passport. what else? There is no PayPal branch or agent located over here and calling oversea PayPal is very expensive for my little balance of around 25 USD.

Paypal is country specific so if you move country you have to open another paypal account in that country and add an address / phone number / and bank accounts from within that country.
You are supposed to withdraw any funds / resolve issues / remove cards and bank accounts before you leave your old country. If you don't then you may have problems doing so once you have moved.
Advice is voluntary.
