I would like to know reasoning that Paypal has for withholding pymt for a service rendered, ie. boarding a horse for a young lady who lives in Australia? I have had her horse here for over 2 years and she moved, and can't deliver the pymnts in person. Paypal so far has been good about it but now wants to put a hold on the pymnt. That should be illegal! Are they collecting interest for the held money. I tried going to their solutions page and it is very unfriendly. I am in Colorado
