I added funds last Thursday, then realized I needed to add more. The first transfer completed this morning, but the second transfer still hasn't, thirteen hours later, even though today is the expected clearing date.
My question is, why?

Do I actually need to have money in my paypal account to send a payment, or does it simply have to be in my bank account?
I'm experiencing much the same thing. A transfer from my bank executed on the 24 still hasn't been accepted by Paypal as of noon the 30th - twice delayed from the 27th and then to the 29th. My bank tells me they released the funds the same day (24th). Paypal tells me my bank hasn't released the funds. Somebody isn't telling the truth.
