Seller hasn't shipped my item?

I needed the item quickly so I chose a seller located a little over 2 hours drive from me.

 

Listing Stated: Will ship within 3 days of payment.  With the hope that he wouldn't wait until the third day to ship, I bought the item. 

 

A full week after sending the payment through paypal, the seller contacts me.  Basically stating:  I received payment, I should get to sending the item within ANOTHER 7 days. 

 

He received it a week ago, not the day he sent the message.  Shipping was $35, for $35 I want it on time.

 

Should I just wait it out then leave negative feedback, or try to contact the seller about canceling?  Would canceling be understandable since he's not holding up to his end of the bargain?

I'm the original poster.  Now he's just sending me messages avoiding my questions. (I asked why it hasn't shipped).  He answered.  Sorry for the confusion, yes I did receive your payment.  Thanks.

File an Item not received dispute with ebay and escalate it as soon as you can.

 

This guy isn't going to send anything.
