Regarding the Rolling Reserve....

I am feeling a bit perplexed and disappointed...I have had a Rolling Reserve placed on my account and cannot seem to find a way to have this removed. Do I need to close my PayPal account? The only reason I can figure this was placed on my account was because I have been refunding overcharges on shipping...I am refunding money to my customers, so they do not feel they are getting ripped off when the actual shipping differs from Ebays "calculated" shipping....and for this, I feel I am being penialized by having 10% of my HARD EARNED money held for 2 months!!! These are not refunds because my customers are not happy...this is to make my customers EXTRA happy by getting back a few dollars.
Is there anyone else out there going through something like this? If so, what can we do about it? I have tried to email PayPal but because they don't have a box I can check for my actual issue I have trouble sending an email. I tried asking Sarah, our automated help lady...and well, there's only so much a computer animated lady can do for me!! She's very polite and very quick to respond, but I feel I need a real response to a real problem. It's holiday season and I have almost 200. being held until Jan. 3rd!!
Any advice or suggestions will be greatly appreciated~Thanks to anyone who actually read this and let me vent!! Stacey

Well I am tired of this. I have tried to be nice about this and contact Payapl about this with no resolve so at this point I have filed a Better Business Bureau of San Jose Ca. You can follow suit and file a complaint as well. Please maybe if we flood them with complaints it will help.

I feel the same way, these rolling reserves are crazy, We have to pay our paypal and ebay fees up front and now they get to keep our money back and probably a little interest on our account and then we have to pay shipping and other cost to send these packages out of our own pockets until they decided to release OUR money. Two months this is really annoying. What's next you don't get any of your money for a month or they decide to give it to you, they are making a killing off of us with their fees and we get thanked by having to wait two months for our money. Really have to consider a new form of payment other than paypal....:(

I am a freelance web/graphic designer and used to encourage my clients to use paypal as my primary payment method but am now requestion cash/checks and at this point am seriously considering adding a processing fee for people who insist on paypal as the only option I am so against them using it. I am a small business freelancer in an economy where most are cutting their marketing budgets, its hard to find jobs that pay, I can not afford for paypal to take their cut and hold 30% of my income for 3 months... I have also never had a chargeback and have 100% Ebay rating as a buyer and seller...

I have been on EBay/paypal for almost 3 years They started the rolling reserves about a year ago and I can not see the end, I have 2 Paypals accounts One Business one Personal, Now they have a rolling reserve of $7,500 on each account at 20% of sales that is 15,000 all together what it would take for them to stop????? I need my business but like this can not do it I can do a lot with that money right now, just think of how many millions they have in rolled reserve because there are a lot of sellers, Now how much Interest/money they are making with our Money, This has to be illegal, and we need to do something about it, But we must do it all of us together,

This has to be illegal in some way, shape or form. A lot of States have restricted payday loans, banks, credit card companies, etc. What we are doing is lending them money on top of the balance that we carry and the fees that we pay. How can they get away with this? What's real funny is that they have these forums on their own site, know what we are all writing on them and to them and they don't care. Anybody know another company to use?

I cant beleive it!!! 30% for 90 days??? We are not big corporations with Millions of dollars. We are the small business's..."The Backbone" of the economy. Now the BIG paypal wants to **bleep** us out of 30% of our $$ for 90 days??? Come on Paypal, You may be big now..But look at "Enron"... look at what happened when they **bleep**ed the american hard workers..... Paypal, Please re-think this horrible method. There are better methods of preventative measures that you can take,than to put 1000's of hard workers out of business. Where is the interest at? Where is ALL the money earned on MY 30% $$ you are holding in YOUR bank account. Are you also going to give me MY interest on MY $$? Paypal, why are you taking your cut out of the initial payment then holding another 30% out of the hard earned money I made??
Please just Re-think this absolute horrible concept you came up with out of the thin blue sky.........There are BETTER ways than to keep 30% of our money for 90 days............

I have had my ebay account for over 5 years and I have NEVER had a charge back or any bad feedback! I make and sell doll clothes. My eBay and Paypal fees exceed $80. every month and still they put 10% of my daily sales in reserve for 60 days! Doll Clothes... 5/5 %100 feedback... seller for 5 years in good standing...HOW can they justify a rolling reserve??
OH and NEVER use PayPal Shipping without checking what they are charging with the USPS!!! I recently tried that. First package, Parcel Post was $14. I paid, printed and stuck the label on the box.. Second package, Parcel Post smaller, weighed less... $17. I couldn't believe it!! I canceled the order and checked the USPS website. I found out that the first package should have been only $7.50 and the second one only $6. I immediately canceled the postage label on the first package and took both to the local post office and shipped them. HOW can PayPal get away with this? I printed out the info and everything was exactly the same at the post office EXCEPT PayPal was charging almost DOUBLE what USPS charged for postage!!! That was almost 2weeks ago, I am still waiting on the refund.
Ok,so now I am completely exasperated with both PayPal and eBay but what are the alternatives? Other auction sites do not have the traffic that eBay does, and eBay will not allow you to use any other kind of payment options, that are more trustworthy than PayPal, operate on their site. So now on top of all the FEE's I pay to eBay and PayPal, I also pay 15.99 a month to Stamps.com so I can print my postage at home while I sit and wait on my Rolling Reserve to roll in little by little. I am scared to realy add it all up and see what my profit is if ANY these days. I might make more money with a cup in my hand outside the grocery store! Oh but that is illegal and I would surely be arrested for that! SO WHY hasn't someone done something about PayPal yet??? Is it ok to take other people's money as long as you are a big company but illegal if you are just a single person??? Isn't there ANYONE who will listen and do something?

I saw intuit has a program for merchant accounts (just like this)
Buy the program, set the account up (free)
and it was only 17.00 a month (or something like that)
no set up fees.
17.00 is half of what I'm paying already..........

THIS IS Unbelievable!!! NOW I am REALLY TICKED with PayPal!!!
I just purchased an item on ebay, Paid via PayPal which has my credit card as a backup funding source, $5.50 plus $7.50 shipping for a total of $13. I clicked ok pay now...says thanks you have paid... I am thinking well at least SOMETHING works with PayPal. Then I went to my online banking to check and make sure.... GUESS WHAT.... The total charged to my credit card was $19.95 !!!
First we get nailed with fees coming and going, then a reserve, and padding their pockets under the guise of postage and NOW overcharging my credit card????? SURELY this can't be legal!!

I was wondering if I was thee only one that noticed something weird with the paypal pay, they take money out and put in thee account on a regular base, for instance I had 44.95 in rolling reserve and I had 24.00 that was available, I transfered the 24.00 to my bank account the next time I looked I owed 7.00. how the stink do they figure.
