Product dmaged & Insurance

I shipped an expensive item to someone from ebay. I insured it, and the item was damged during shipping. Buyer wants to send it back and get a full refund. I am ok with refunding her but if I do that I can't file a insurance claim?

 

She is threatening to open a paypal claim. But the package is insured, and the damage is shipping related.

 

I have no idea what to do. Any ideas?
