I requested my $99 refund the next day. Now, 1.5 months - no refund. Pay Pal's response: because it wasn't a tangible item to dispute, IOW, it wasn't shipped so I can't claim I didn't receive my 'goods,' they denied my claim.
The email received from this company and included in my dispute claim states:
