You need to explain your question a bit more.
Disputes must be opened within 45 days of making your payment.
PayPal can hold funds or limit your access up to 180 days.
This stuff is in the User Agreement.

Thanks for your reply Skier.
Specifically, if I pay an attorney for services that won't be completed for 12 weeks, is there any protection or recourse that pay pal will provide since it is beyond the 45 day window to open a dispute.

First, keep it simple, don't use PayPal to do what you have in mind.
Next, if your confidence level of the Attorney is that low, it's best to find another Attorney.
