PAYPAL HAS A PROBLEM!

I bought a specific Brand of an electronic test device. Without prior notice or approval, the seller sent a different brand which had different circuitry, and was of a poorer cosmetic condition. When I asked for the right one to be sent, he said OK, but again sent still another different brand having still different circuitry. Both items sent were worth half of what I paid for, and what other people were selling for in that condition. I had to buy the actual item again from a different seller, better condition, right brand and circuitry, for half the price.
The seller then lied to PayPal saying that he sent what he advertised and sold me, even though the different brand items sent were serial numbered government surplus items. He would not say that he would pay for the return of the two wrong sent items.
PayPal decided that if there was a verification of a package being sent, then that must mean that I had got what I bought. After all, that was what the seller was telling PayPal. I was not allowed to provide any photos or proof of what had actually been sent, since the process set up by PayPal doesn't provide a way to do so for the buyer making the complaint to submit evidence.
So, if I didn't ask for the different junk he sent, why should I have to pay for the return of those two items that I didn't buy?
Why should I lose a PayPal claim just because he could prove he sent "something", and was willing to lie about it to PayPal.
Why doesn't PayPal provide some means of allowing evidence to be presented that supports a buyer's claim (like photos), instead of accepting only evidence (shipping record) provided by the seller?

If you filed a claim for INR (Item Not Received), the seller will win the claim if the seller can provide online viewable proof of delivery. If you received something other than the described item, you should have filed a SNAD (Significantly Not As Described) claim in which case PayPal would have refunded your payment after you provided online viewable proof that you had returned the item.

PayPal has two programs to help protect buyers... the Buyer Protection Policy and the Buyer Complaint Policy.
The PayPal Buyer Protection Policy applies to eligible eBay transactions and covers INR (Item Not Received) and SNAD (Significantly Not As Described) claims. When a buyer wins a Buyer Protection Claim, PayPal will reimburse the buyer up to the protection amount ($200.00 or $2,000.00 or uncapped) specified in the eBay listing regardless whether the funds are available in the seller's PayPal account.
The PayPal Buyer Complaint Policy applies to non-eBay transactions and eBay transactions which don't qualify for PayPal Buyer Protection. The PayPal Buyer Complaint Policy covers only INR claims... SNAD claims are not covered. When a buyer wins a Buyer Complaint Claim, PayPal will reimburse the buyer ONLY if the funds are available in the seller's PayPal account.

I DON'T AGREE WITH THE REPLY THAT IF THE SELLER HAS PROOF HE AUTOMATICALLY WINS CLAIM. EVEN IF THEY HAVE SOME KIND OF ONLINE VERIFICATION OR STATES THEY DO AND IT IS SENT THROUGH USPS WHICH ALSO SHOWS THAT IT WAS LEFT AT THE BUYERS ADDRESS, WHY IN GOD'S NAME DON'T THEY DEMAND THAT SOMEONE SIGN FOR THE ITEM. MY POSTMAN, I GUESS, LEFT MY ITEM GOD KNOWS WHERE AND I NEVER GOT IT AND LOST THE MONEY I PAID FOR IT. IF YOU HAVE BUYER PROTECTION, WHY DOESN'T PAYPAL PROTECT AND COVER YOUR ITEM IF IT WAS STOLEN BECAUSE IT WAS NOT LEFT WITH ANYONE. I GUESS IT IS SOMETHING I HAVE TO TAKE UP WITH THE POSTAL SERVICE, BUT I THINK IT WOULD BE TO EVERYONE'S ADVANTAGE IF YOU ARE GOING TO PROVIDE TRACKING NUMBERS PROVIDE SIGNATURES AS WELL.

Because extra service requires extra cost. Most buyers are not willing to fork out for the extra costs. If someone stole your item, they could of easily stood in front of your house and the postmen would of let any Joe signed for it as well... it's not like they're gonna look for YOU and only let YOU sign it...
If you think you have untrustworthy neighbors, then ask the seller for the extra service and pay for it! You can also have a note on front of your door saying "DO NOT LEAVE ARTICLE HERE" and they'll leave you a note and you can go pick it up... that's what I do before and it works everytime.
