Obtaining IP address used by scammer?

After paypal has concluded that I was scammed, how do I go about getting the IP address for his account from paypal? He has $1800 of mine and I am talking him to court

Unfortunally there are no features or options available to the public that would provide you with the IP address.

Not getting the IP address is not an option. If he is determined to have scammed me and broken the law then there is no way they could withhold his IP address. Thats like witnessnig a murder and not saying who it was.

We do not share account information about other accounts on the customer level.  You are able to see the Transaction Details for the other party through the Details link, but no further information is available. 

With that being said, we do work with law enforcement agencies.  It is up to them to determine what laws were broken, how to pursue enforcement and what jurisdiction should pursue the matter.  In your analogy, if you witness a murder, you do not solve the case on your own...if a criminal action has occurred, law enforcement handles the matter.
