I have a friend who has two PayPal accounts. One is old and she can not remember any of the info nor does she have the old credit card attached to it. She apparently can't verify the password prompts questions accurately anymore. What can she do to get that old account closed at this point? Apparently if you call you have to give them the last 4 of your credit card number and she doesnt have that any more.
Not really, if your friend cannot resolve the issue through PayPal's Customer Service and provide the required information, then the only option is to open a new Account based on a new credit card and bank account. It's that simple.
