  I have client who is already using PayPal on a different site.

  I'm confused about setting the ipn notify_url on PayPal Standard. I'm passing in a notify_url, but I'm not getting a response.

 Does the notify_url I pass in over ride what may be set in the clients PayPal account?

  Where is the setting that turns off/on IPN?

If you set the 'notify_url' in your code, then it will over write the settings in the PayPal account.

Acctually I don't quite understand what you mean you don't get a response, you could check your sever access log to find wether paypal send you a request or not.

IPN can be found in your Profile, under Selling Preferences, Instant Payment Notification Preferences.   You can find a good explaination of IPN here.   And tips on testing IPN here.   And a script generator here.  (note, you may get a browser warning when going to this link.)
