How can I get PayPal to listen?

I received the wrong item and after opening a dispute with no results, I escalated to a claim. PayPal denied my claim saying they didn't get involved in quality of merchandise matters. This was not a quality matter. I received the wrong item. Is there any way to appeal this? Obviously, an actual person didn't review my claim as I specifically stated that I received the wrong item.

Thanks for posting that. I was able to get through to a person easily.  Talking to a person was no more effective, however. The answer I received made no more sense than their email. As a result I will restrict my use of PayPal to eBay only.

If you paid with a credit card, file a chargeback on the credit card by calling the customer service number on the back.  You want a claim for "not as described".
