The only way a person can send you money through the PayPal System is to have your email address.
It's totally up to you who you give that address to. How well to you know this person is the question you need to ask yourself.

Depends on how weak your password is.
You should have a mix of Upper Case, Lower Case, Numbers and Special Characters, minimum of12 Characters is a good rule of thumb.
