Because the shipping costs are included in the funds. If I have no access to the funds cause of the hold, then I have no access to the money the buyer pays for shipping.

It amazes me how many of us have posted on this issue and how many articles have touched on it, yet neither eBay nor PayPal have responded, apologized or reviewed their policies, or their customer service. Once again the big dog ignores the smaller fish. Remember when Lotus 1-2-3 was the spreadsheet software giant? Where is it now? There are smaller dogs out there waiting to take the lead. Beware eBay/PP!

Hey all! I just got off the line with ebay and paypal. Here's what I had to do to get my funds released. First, you must have tracking #s ready. Item must have been received by buyer. Go to paypal account. Go to the transaction in question. Click details. A page will appear with the option to enter tracking numbers to the account in question and how it was shipped. Enter all the info requested and click "save". Now, You've done all you need to do there. Next, you need to know the last 4 digits of your account with paypal and have them ready to enter when you call the phone number Login, Click "Contact Us", Click "Customer Service Center". Now enter your 4 numbers. You'll get a recorded message that will drive you crazy until you yell "HELP!". You will then be transferred to an actual live person. When that person asks what you need, tell them you want funds released. He/she will call up your account and see that the tracking numbers have been entered and you will be put on hold until that person comes back on to say the funds have been released. At least that's what happened with me. Good Luck! Oh, be sure you have all the information you need regarding your transaction, like buyer info, dollar amount, etc. Call them and let me know how it goes.

The USPS clerk once said to me that PP are like Nazi's.
I'm not surprised they took out the number.
I just posted a suggestion to see the horror stories at paypal sucks dot calm.
Let's see if they take it (and this) out!
btw, USPS online gives you TEN days to void a label. PP? TWO!

How do i refund her money when Paypal is still holding all the money she instantly paid a week ago. I had to ship it at ups store myself to send out cause they are holding the money! Does anyone know the right way to do this or am i to just going to get stuck in their sticky policy created mess? PAYPAL FIX YOURSELF NOW GO BACK TO HOW IT WAS WHEN PEOPLE LIKED THE SERVICE FOR BUYERS AND SELLERS ALIKE!!!!

Katieh even though they are holding the money you can issue a refund in paypal, look at the name of the customer in your transactions and click on details, at the bottom of the page you will see refund, it will give a refund against the balance of your paypal account, (including the held amount) so you don't have to worry about it coming out of your bank account, it worked for me when i had a held amount and it refunded the held amount back.

@katieh you have the option of a partial refund ....however, paypal will take out their fees on it if it is not a full refund, so in order to get your shipping costs, I don't see any other way. look up partial refund in paypals help screen and it will tell you the percentage they will take out, I believe its nominal though so at least you'll get back most of the shipping costs when the hold is lifted.
