Hi Frodo59,
If you are a verified U.S. 501(c)3 charity you are eligible for discounted fees of 25% to 35% off published rate of 2.9% plus 30 cents.

Is it reasonable to also "send" money as a personal gift to a church by using their email address? If I understand it correctly, this would avoid fees for both sender and receiver (if funded by a bank account).

Nope...no one has contacted me. I tried calling these people and was on hold for 15 minutes, then I hung up.
It is amazing how they treat their customers, but again they are the 600 pound gorilla.

I just setup an account for my charity and found it quite easy. here are the instruction i received after a request to customer service about getting non-profit setup in PayPal.
Hope this helps!
Here's how to begin accepting PayPal as a payment option on your

For a U.S. based tax-deductible and tax-exempt organization, you'll need
to fax:

OR
Proof of tax-deductibility with a subordination letter, illustrating the
account as a child of a larger, more national organization.
AND
2. A copy of a bank statement or voided check. The document must
include:
Your organization name and address pre-printed on it from each bank
account that you intend to add to your PayPal Account.
Each bank account that you add to your PayPal Account must be under the
ownership of the organization and cannot be a personal bank account.
If this is a tax-exempt only organization, you will need to provide:
1. Evidence of tax registration status and/or registration with any
applicable regulatory bodies governing your jurisdiction.
OR
Subordination letter, illustrating the account as the child of a larger,
more national organization.
AND
2. A copy of a bank statement or voided check The document must
include:
Your organization name and address pre-printed on it from each bank
account that you intend to add to your PayPal Account.
Each bank account that you add to your PayPal Account must be under the

Any non-U.S. based organizations will need to provide:

regulatory bodies governing the organization?s jurisdiction.
2. A copy of a bank statement or voided check (cheque) with the
