Fees for combined shipping items.

Why does Paypal charge full fees for combined shipping? When a buyer buys more than 1 item from me and i combine shipping it shows in paypal that the buyer paid full shipping price for all items won and the fee is charged on that number of items. Example, i listed 4 items @ $3.95 First class shipping and 1 buyer wins all 4 items, I combined the shipping for all 4 and charged $4.95, in my account it shows that the buyer paid shipping @ 4 X $3.95 when they did not, and my fee is based on that 4 X $3.95 not the actual $4.95 paid.

Because each item is treated as an individual item. It does not work like a shopping cart.
