Confirmation of additional address: what documents to fax??

We moved and I am trying to confirm my new (alternate) address.  I started the process and finally received my confirmation code in the US mail.  The letter said that I would receive a fax cover page to use for faxing in "additional verification documents necessary to confirm this Alternate Address."  I followed the instructions in the letter and entered the code on the Paypal site.  I was directed to a page that told me to print the fax coversheet (on the page) containing a barcode to fax "with my other documents."

Questions:

1) What other documents do I need to fax with this fax coversheet???  I can't see anything that tells me what else to fax to verify my new address.

2) Why is it so hard to change my new address without adding another credit/debit card??? especially since the same card is billed to my new address???  Even the bank doesn't make me go through all of this to change my address.

3) Why isn't there a help topic that describes the ENTIRE process for verifying and/or changing an alternate address?

4) Why doesn't the help topic for changing an address tell you that when you change your address, it isn't verified and that you will need to verify your new address?

I'm very disappointed with the difficulty in using Paypal and its help features.  Moving/changing addresses is a common happening and shouldn't be so hard to understand.

Answers to your questions;

1)  Haven't a clue - call Paypal and ask them

US/Canada
1 - 888 - 221 - 1161
or
1 - 402 - 935 - 2050

4:00 AM PST to 10:00 PM PST Monday through Friday
6:00 AM PST to 8:00 PM PST Saturday and Sunday

Note, If you're trapped in the the phone maze, press Zero.

2) As a guess, it's because Paypal's system is set up to seek new information about a change - they don't seem to have a re-verification system.  But you could ask them when you call.  Keep in mind that Paypal faces determined attackers that are trying to defraud them in order to take your money every day and they don't have the benefit of having you come down to a branch office and present your credentials.  Faxed or emailed credentials are simple to forge nowadays.

3) Because the procedures will be different depending on which of nthe 100+ countries you're in and the level of restriction that may accompany the site that you're moving to.

4) Come on, now - why would you assume that a new address would be verified?  Paypal doesn't spy on you and they don't know that you're really moving.

You do not need to use the "Alternate Address Confirmation" process in order to confirm your new street address. Once your linked credit card account has the new billing address, you just simply need to associate the new address with the credit card.

Based on your original post, it appears that you selected the "Add a gift address" radio button when you added your new address. Selecting that radio button will result in the new address having the "Alternate Address" designation.

If your credit card company has already changed your billing address to the new address, you should be able to delete the new address from your PayPal profile and then, add it back in using the correct "Add my address" (NOT "Add a gift address") radio button.

PayPal account >> Profile >> Street Address >> Add address >> "Add my address" radio button >> Select the associated credit card and click on the "Save" button.
