Claim denied on item not as described?

My claim was not for an item purchased on eBay so perhaps that makes a difference, but I don't understand the ruling.

 

I ordered a t-shirt and when it arrived it wasn't what I had ordered. I filed a dispute and the seller denied it claiming that te t-shirt I ordered didn't come in a Youth small. However it clearly states on the site that it does come in this size. I have a screen capture to prove it.

 

I escalated to a claim but Paypal denied it because something arrived from the seller to my house even though it wasn't the item I ordered. They stated the below in the denial email. However in looking around it seems that they do refund if the item isn't as described. Or is that only for eBay purchases? I have no redress as the site doesn't have any contact information other than an email addy. My bad. Should have been more discriminating I guess in my choice of seller.

 

As stated in our User
Agreement, the claims process only applies to the shipment of goods. It
does not apply to complaints about the attributes or quality of goods
received. Therefore, we are unable to reverse this transaction or issue a
refund.
