Cannot use paypal account?

I keep getting this message when I am trying to purchase a items from a webite:

"We are not able to process your payment using your PayPal account at this time. Please return to the recipient's website to complete your transaction using their regular checkout flow."

Does anyone know how to solve this?

You have to reconfigure your primary payment card or bank acct's. ! If that doesn't work you need to call PayPal. Tony1972.

Let me know how did you solved this problem?

Changing primary credit card to another bank doesn't help.
