Cannot delete one of my Bank Accounts

I am trying to delete one of my Bank Accounts.

The account I am trying to remove is NOT my primary !

I have NO transactions pending !

Yet, when I go to remove this account from paypal I get a message telling me that I cannot remove a bank account while transactions are pending !!

Any Ideas ?
