Can't apply for Paypal debit card without a birthday?

I've tried numerous times to apply for a debit card, and I thought I may have misput a birthday when I first signed up. However, I can't find any settings to change my birthday, except to upgrade to a Business acount, but I certainly don't have the money.
Does this mean only Business accounts on Paypal can get a card? That isn't fair at all!

Personal Accounts, Premier Accounts and Business Accounts are all FREE, no monthly fees. You only pay a transaction fee when you have a successful transaction.
