45 day limit on disputes

i think paypal and ebay should relax the 45 day time frame for disputes. purchased some dresses that i have not received. i contacted the seller within that time frame and they contacted me back saying that they were going to check with the post office and if i still did not receive the items my money would be refunded. i contacted the seller again ...that i have not received the items and now....guess what.....past the 45 day....and no response at all from seller. very upset and disgusted.......i understand the time frames so that you can't come back 6 months later w/ a complaint but i feel that it just gives unethical sellars an opportunity to steal............if i can't complain and get my money back or the dresses......can i still report the seller for THEFT.......

it use to be 30 days years ago and was raised to 45 days.
Once a dispute is filed, it will be in limbo, until either ther seller or buyer escalates it to a paypal claim
You should have filed the dispute on day 43/44 and it would have given you another 20 days to escalate it to a claim.
Your seller played you.
You only hope now is if you funded the paypal payment with a credit card...if so contact them and file a chargeback
