Do I have any chance of getting my money back?

So I'll keep this short.
Paypal refunded a buyer from australia and withdraw money from my account.
Item never had tracking number, and was supposedly sent normal delivery, although I have my doubts I have compelling evidence that the guy is a con artist, though that's of no concern because paypal said it doesn't matter.
So item has never turned up.
Phoned paypal, they said australia has different policies than england and that they are allowed to send items untracked, and that if it's lost, it's lost and it's my problem and not theirs.
So could anyone who is familar with the law tell me do I have any chance of getting my money back?

If you want legal advice best to speak to a lawyer.
However if you funded your paypal payment via a credit card then contact your card issuer and see if they will chargeback for you.

The money was funded by him, as it was an item he bought on ebay, and then 4 or 5 months after he got it.

I'm looking for more of a person who knows paypal terms and conditions very well, as the staff I've spoken to haven't been honest with me to begin with, they told me something different at the start and then have changed their story as time goes on.
Or a person who had the same issue and was able to get their money back.

So this is the latest.
Finally able to contact australian post.
"Hi there, sorry about the delay in response, This item has left Australia, however no further scanning after please have sender contact us for further investigation. I'm afraid our process is for the Sender to contact us about this one as they have the postal contract with us, If the sender refuses to I'd recommend raising a dispute with Paypal. -Tahlia"
So unfortunately they are refusing to help, unless the sender contacts them.
And the sender has refused all contact with me to being with.
And paypal, have told me they aren't going to do anything and that I have to sort it out with australian mail.
