Cannot receive a chargeback

My case has closed for few days, the seller sent an email to confirm that they have issued the refund. However, few days later, they also sent another email informing that they unable to issue a refund to my account and advice me to contact Paypal. What are the possible problems here?

Hi there NhungLe,
Can I ask if you closed your case before receiving the refund from your seller? If you have done this, it won't be possible for us to reopen the case as once a case is closed, it can't be reopened.
If you have not opened a dispute through your account, you may wish to open a dispute on the transaction through your account in order to try and get your money back from your seller.
If you had previously opened a case, your best option may be to try contacting customer services as I am unable to see your PayPal account so I can't advise you exactly what to do next. Another thing that you could consider is trying to contact your local citizen's advice bureau or trading standards office in order to determine what they can advise you to do here.
